DESIGNING RESILIENCE INTO SEND SETTINGS

Steve Warriner, Head of Specification for Siniat, explores how to help ensure early stage building compliance within the SEND framework.

The physical school environment is coming under greater scrutiny as part of recent SEND education reforms. Infrastructure has to consider the needs of all young people, particularly in busy settings that perform multiple functions. As mainstream and specialist schools in England improve resourced provision and designated units for students with Special Educational Needs and Disabilities (SEND), there is a new focus on designing and building facilities to reflect this inclusive approach.

As the education system evolves under the Education for All Bill, it’s time to prepare for the design and delivery of environments that meet students’ physical, emotional and psychological needs. Early stage compliance helps demonstrate commitment to consistency in performance and a full, in-depth understanding of the regulations and guidance governing school building design.

When designing for the Department for Education (DfE), value for money is also a key consideration. Architects, specifiers and planners must balance functional, high-quality educational environments with strict cost controls, whole-life asset efficiency, and standardised delivery. Factoring issues such as structural integrity, acoustics and safety with sufficient circulation areas, hygiene facilities and personal space at the design, or even pre-design scoping stage, ensures strong risk management and can prevent unexpected rework, delays and expenses.

SPECIFICATION CHALLENGES

A proactive approach to demonstrating compliance at the specification stage of a SEND project helps to ensure efficiency between architects, contractors and installers. Extending this early engagement to manufacturers not only helps ensure materials and methods match regulatory standards from the start, it establishes valuable technical support systems and upholds sustainable waste management practices and budget stability.

Due to the nature of the design and build process for SEND organisations, there are often additional specification challenges. For example, DfE Building Bulletins (BB) BB104 and BB103 address internal and external area guidelines, including internal wall thickness, that should be referenced in conjunction with BB93 outlining acoustic performance standards. This is in addition to statutory guidance such as Fire Safety: Approved Document B. Technical performance and functional requirements for the design and construction of schools can also be found in the DfE Technical Manual.

SEND facilities generally experience higher levels of physical interaction, which places greater emphasis on robustness and long-term durability. Whole-life costs, incorporating ease of maintenance and replacement, and accelerated deterioration in high-demand areas, are also important factors. Key challenges include managing intense day-to-day use and frequent impact, along with delivering safe, therapeutic environments. Ensuring systems perform under demanding operational conditions is vital, but enhanced resilience must also co-ordinate with passive fire protection, acoustic performance, and safety.

EARLY STAGE COLLABORATION

For complex sectors such as education, specifying products and systems that simplify the demanding construction process is possible. Using the internal walls example, the initial step would be to consider the design benefits required. A single plasterboard layer system reduces material usage, increases usable floor space and, when specified correctly, can still deliver robustness, fire and acoustic resistance, and mechanical strength, as well as the option to choose moisture-resistant variants. The enhanced needs of SEND schools and the provision for additional robustness can also be met by introducing additional continuous layers of plywood while still meeting the EN fire classification requirements.

Specifying a system that achieves all of this and can be used in multiple applications, such as Siniat Universal Board or Siniat Universal MR Board combined with plywood, reduces the number of systems in use on a project. This simplifies the process, reducing risk while providing robustness and cutting waste. But these benefits are only delivered if the systems are backed by relevant testing and classification. Specifiers need to be clear from the outset what they want to achieve. The introduction of new standards and legislative changes mean everyone is encouraged to work smarter and safer. The result is a clearly documented, validated route to compliance that helps better accommodate SEND provision and the safety and wellbeing of all.
